Documents whose whole history can be replayed
The Document Layer is a working prototype of a governance document store. Every change to a document is logged, the log cannot be altered without it showing, and any earlier version can be rebuilt by replaying the changes. It has a test suite and is demonstrated on synthetic material only.
The problem
Policies, support plans, registers and procedures change hands and change shape. Months later a question arrives: what did the document say on that date, who changed it, and why? A shared drive answers with a pile of versions and a modified-on timestamp. A regulator, an auditor or a family asking that question needs a record the organisation can stand behind.
The same problem appears when AI tools begin editing documents. If an agent can change a plan, the organisation needs to know exactly what it changed and to be able to undo it.
What we built
A store where the document is the sum of its changes. Each change carries who made it, when, and what it did, and is chained to the change before it so that any tampering shows. Ask for the document as it stood at any moment and the store replays the changes up to that point and hands you that version. Nothing is ever overwritten.
The prototype works and has tests around the logging, the tamper check and the replay. It is designed to sit beside the Decision Bus, so that a change made by an agent is both approved and recorded, in two systems that agree with each other.
The judgement it took
The judgement was about scope. It would be easy to make this a full document editor with formatting, comments and sharing. We kept it to the part that is hard to get right and that nothing else does well: the record. The editing can be done in tools people already use, as long as every change arrives in the store as a logged event.
The other decision was to build it on synthetic material and keep it there until it is ready. Real plans and policies carry real people's details; a prototype has no business holding them.
